[PATCH] selftest: Add test for password change when NTLM is disabled

Hi,

Attached is a basic test case that checks NTLM-based password changes
are rejected when NTLM is disabled. It's to go along with Andrew's patch:

samr: Disable NTLM-based password changes on the server if NTLM is disabled

If anyone wants to push it to master, that'd be much appreciated.
