Looking for steps to build samba as RPM.

Actually, you might be able to make use of the samba 4.3.12 src rpm

https://dl.fedoraproject.org/pub/fedora/linux/updates/23/SRPMS/s/samba-4.3.12-1.fc23.src.rpm
