[PATCH] s3/smbd: allow GET_DFS_REFERRAL fsctl on any smb2 connexion

Hi,

The SMB2 spec reads that connexions to any shares can be used for this
fsctl. Samba was explicitely checking for IPC connexions. The patch
simply removes that.

I've hit that issue while implementing DFS support in cifs.ko for
SMB2+. The call was working against Windows Server 2016 but not against
Samba.

Please review and push.
