[PATCH] Fix packaging of pre-built CTDB manpages in samba tarball (bug 12595)

Hi,

Pre-built ctdb manpages were earlier generated from ctdb/doc/Makefile,
which has been removed.  The man pages are now generated from
ctdb/wscript.  However, the top-level wscript depended on ctdb/doc/Makefile
to generate the pre-built manpages.  These patches add an intermediate
target to generate ctdb man pages and call that from top-level wscript.

Please review and push.
