[PATCH] Remove simple KCC code

Hi,

I've filed to bugs:
https://bugzilla.samba.org/show_bug.cgi?id=12555
and
https://bugzilla.samba.org/show_bug.cgi?id=12556

But there're more things where I don't have enough
information for a detailed bug report.

I noticed very strange results with the new kcc
with customers upgrading from earlier versions to 4.5.

With 24 sites (one dc per site) a new dc only replicates
with 2 others (and no longer with the one used for the join).
while all others seem to replicate with a lot more (far more then
10, but maybe also all 23 others).

I such situations it's sometimes required to say
just replicate with everyone and at least avoid
long split brain times, instead of trying to debug
samba_kcc for a few hours.
