[PATCH] build: allow .distversion file to be built independently of docs and tar.gz

This makes it easier for our build scenario:
1) from the root of the git tree, "make distversion" to add the version info
2) create the tar.bz file for the source tree and copy into our
rpmbuild directory
3) rpmbuild -ba ....

It is simple, since our package doesn't change, just the output of
smbd -V now has more information (the git tag at the end of the samba
major/minor version)
