[patchset] FSCTL_DUP_EXTENTS_TO_FILE IDL fix and smbtorture tests

Hi,

The attached patchset includes a fix for the
FSCTL_DUPLICATE_EXTENTS_TO_FILE IDL, along with a bunch of smbtorture
tests for the new server-side copy/clone ioctl.
The tests pass against Windows Server 2016 RTM, and are skipped during
selftest, thanks to the new FILE_SUPPORTS_BLOCK_REFCOUNTING FS
attribute, which Samba doesn't currently advertise.

The server implementation is work in progress (with help from Aurélien),
but is currently stalled behind a dochelp query.
