[PATCH] Fix CTDB IP takeover when there are no public addresses configured (bug 12254)

Right now it doesn't terminate.  This is a regression introduced during
code cleanup and factorisation.

The attached patch also adds a test to ensure that this doesn't happen
again.  :-)

Please review and maybe push...
