default ctdb configuration file locations

Please read the ctdbd.conf manual page. The "DESCRIPTION" section
describes the various locations where ctdb code looks for the
config, adapted to your compile.

The bottom line is: /etc/ctdb/ctdbd.conf is the new
standard location, /etc/sysconfig/ctdb still works
and should by the new paradigm only be used for
those variables used by the initscripts.
