[Release Planning 4.3] Samba 4.3.12

Hi,

although Samba 4.3 is in the Security Fixes Only Mode, there will be a
last bug fix release as there are a couple of fixes available.

Samba 4.3.12 is scheduled for Thursday, November 3.
That means, the release branch will be frozen on Thursday, October 27.
