[PATCH] Update CTDB's init support for Samba on Debian

Debian (and, therefore, Ubuntu) has changed from using a single "samba"
initscript to separate "smbd" and "nmbd" ones.  This updates CTDB's
50.samba event script accordingly.  It has my RB, so just needs another
team member.

I also added an extra patch some simple unit tests to do sanity
checking.

Please review and maybe push...
