[PATCH] CTDB event script cleanups

The current code for blocking traffic to released IP addresses uses an
unwieldy wrapper around iptables, which requires the IP address family
to be passes in.  Given that this is extremely cheap to recalculate,
provide nice clean functions instead to make the code more readable.

Once this is done, clean up related code.

Please review and maybe push...
