Allow the resolv_wrapper to handle NS records

This didn't get anywhere because of the issues you are resolving (in
part), that is the difficulty in testing this.

Metze had some issues with that however, and again it still didn't have
great tests.

In a sad case of perfect being the enemy of the good, I ran out of
time, and so none of this went anywhere.  It would be great to get this
merged.
