[PATCH] Fixes to CTDB tool tests

Hi,

The current ctdb tool tests use ctdb stubs code which implements test hooks
and code to fake ctdb daemon state.  The correct way to run these tests is
to test using the ctdb tool directly and have a fake ctdb daemon to
establish the required state.

Here are the patches that implement fake ctdb daemon and fix the tool tests
to use ctdb tool directly against the fake ctdb daemon.  It currently only
implements the controls that are tested in tool tests.

Please review and push.
