Attached are a few more patches related to this:

* Remove use of undocumented tunable DeferredRebalanceOnNodeAdd and
  mark it obsolete.

* Remove some ctdb CLI tool commands that should not be used.

  rebalancenode is related to the above tunable, and it reminded me
  that we should also remove rebalanceip.

* Remove out-of-date NEWS file.

  I got a hit for this when doing a grep for rebalancenode.  :-)

They're rebased on top of yours, which probably only matters for one
that marks the tunable obsolete.

Please review and maybe push...
