Summary of flapping tests on sn-devel, ~ last 2 months

The smbclient_tar flapping tests are becoming a real problem.  Does
anybody have any idea what is going on?  Should we throw in the towel
and call it flapping?

We certainly can't just keep on letting it cause this level of misery
to those trying to submit autobuilds...
