[PATCH] CTDB: add 06.nfs event script

Add a new NFS event script that runs before an IP address is
released/taken.  This generates releaseip-pre/takeip-pre events in the
NFS call-out.

takeip-pre can be used to put a node into grace before an IP address is
added to its interface.  Apparently this is the right thing to do.

The call-outs are not yet modified.  Some testing should be done
first.

Please review and maybe push...
