[PATCH] CTDB script improvements

Attached are some improvements to CTDB's scripts.  Andreas sent through
some shellcheck output, so I went nuts...  :-)

We might end up adding shellcheck annotations to silence the other
warnings and adding a test to run shellcheck over various scripts.  The
functions file also won't parse (due to a shellcheck limitation).  I
also haven't run it on our test scripts.

Please review and maybe push...
