You can save yourself this hassle (and build-time performance hit) by
installing the DocBook stuff locally.  These are probably packaged for
most Linux systems (docbook-xsl, docbook for Debian-based systems;
docbook-style-xsl, docbook-dtds for Red Hat based systems).  Your
mileage may vary depending on platform...
