[PATCH]: Inconsistent recmaster during election.

Hi Martin,

I had a series of problems with my test setup that prevented me from
running the test you recommended in previous email.  It looks like you
found the fix for the issue.

I was running Samba 4.1.13 when I encountered this issue.  I will follow
your suggestion to take out the "smbcontrol winbindd ip-dropped .." line
from 49.winbind and 11.natgw.
