[WIP][PATCH] Add in feature flags to LDB on the AD DC

This patch records compatible and incompatible feature flags in sam.ldb
so we can detect upgrades.

The change to @IDXATTR will cause a re-index, but is needed to detect
writes by older Samba versions because they will always rewrite this
attribute on startup.

This is marked as WIP because it needs tests, but I would like comments
in the meantime.  I would like this merged for 4.6, but I've run out of
energy before Xmas.
