[PATCH] Drop implicit check for service reconfiguration in CTDB

Hi,

Here are the patches that get rid of the implicit check for service
reconfiguration.  This should simplify the service management code used in
event scripts.

Some of this code was added to ensure that event scripts executed by hand
do not collide with the ones executed from ctdbd.  However, that is
unnecessary complication and there should not be any need to execute ctdb
event scripts manually.  There are 2 exceptions (11.natgw and
13.per_ip_routing), which will go away in due course.

Please review and push.
