[WIP][PATCH] Add samba-tool domain tombstones expunge and expunge links

Following up from our work to expunge links during the delete of an
object, this patch expunges links after they become tombstones.

I'll follow up with tests using a saved environment and hopefully a
unit test for the matching rule. 

The purpose of the tool is to make testing easier and to avoid the
strange situation we had when users tried to recover from over-filled
DNS partitions by starting 'samba' repeatedly with an increasingly
lower tombstone lifetime.  If that is ever needed again, it could now
be done with this command and the --tombstone-lifetime= option.

Please comment but don't push quite yet.
