[PATCH] CTDB rogue IP handling improvements

Rogue IPs refer to CTDB public addresses that are unexpectedly found on
a network interface.  They either need to be removed or, if they are
being taken over, need to have appropriate state information carefully
updated.  This patch set cleans up the relevant code, making it nice
and consistent.
