[PATCH] ctdb-banning: Do not set recovery mode to ACTIVE in daemon

Hi,

Here is regression fix.

The recent changes to the banning code avoid explicit freeze of databases
in the daemon.  CTDB relies on the recovery daemon to notice the node is
banned to start freezing databases.  However, recovery daemon checks for
recovery mode NORMAL to start freezing databases.  Since the recovery mode
is set to ACTIVE in daemon, recovery daemon assumes that the database
freeze is already started and does nothing.  Thus the databases do not get
frozen if the node is banned.

Please review and push.
