[PATCH] Fix bug #11566 - net command emits spurious message when run by normal user.

All non-root uses of 'bin/net' emit the annoying:

"invalid ownership on directory /var/cache/samba/msg.lock"

message and it isn't an error in those cases. Raise to DBG_NOTICE.
