[PATCH] CTDB IP allocation - fold IP flags into ipalloc_state

This folds more of the IP allocation state into struct ipalloc_state.

Soon, everything that is needed will be part of that struct and the
interface to the IP allocation code will be well defined.  Then the IP
allocation code can be moved out of ctdb_takeover.c and into its own
build subsystem.
