[PATCH] Start cleaning up CTDB election code

This patch set cleans up the CTDB election code in 2 ways:

* Have the recovery daemon remember which node is the recovery master
  instead of pulling it from the daemon.  The recovery daemons take
  part in the elections so know who is the master.  This is still
  pushed to the daemons for now... just never read back by recovery
  daemon.

* Factor out recovery master validation into a single function.  Now
  all the checking that each recovery daemon does to validate the
  master is in one function.
