[PATCH] CTDB takeover run clean-up

I'm beginning the task of untangling election, recovery and IP
allocation code in the CTDB recovery daemon.  Attached is the first
round of clean-ups that pushes more of the code into ctdb_takeover.c

Review and push appreciated.

To follow are some election and IP allocation clean-ups.  The IP
allocation code will end up in a separate subsystem and the short term
plan is to separate out the takeover run code into a helper (much like
the recovery helper) so that it can be converted to use the new
client/protocol code.

I'd like to push all of this in relatively easy-to-review chunks.
There is going to be a lot of this...  :-)
