I wouldn't call it solidly broken, and would prefer to continue to use
the pkg-config file as part of the configure check.

Given that this is only an issue when configuring with
--bundled-libraries=ALL, one option would be to just use
--bundled-libraries='ALL,!libarchive' instead.
