While we continue to work out how to best phase this out, we certainly
should do this step, putting the deprecation warning in 4.2's WHATSNEW
and announcement.  We can always undo that later, or revise how we
replace it, but this is the best chance to avoid waiting a whole cycle. 

This would follow what we have done with many other features, even when
we don't yet have the consensus to drop it totally, we can agree it has
a poor outlook and communicate that formally to our users, just as we
did with security=share and security=server in 3.6.  That makes whatever
move we make for 4.3 much easier.
