We have a few installations where we do not use AD or LDAP.  I believe 
it is more common than you think that the same box will be a file server 
and and email server.  Some people will change their password via 
windows domain member "change password", and others that are offsite 
that use email only will change via usermin.  I believe this is a good 
example of the "migrate" functionality.
