[PATCH 0/2] Implement MSDFS referral shuffling V4

The following set of patches implements the shuffling of DFS referrals, as
stated in [MS-DFSC] 3.2.1.1. The option is disabled by default, but can be
enabled with the config option `msdfs shuffle referrals = yes` in the MSDFS
root.

This is the fourth edition of this patch set, reviewed by David Disseldorp.
