[PATCHES] CTDB logging - set default logging level to NOTICE and better logging for tunable setting failures

2 things that turn out to be related:

* Default logging level of NOTICE was lost in the CTDB logging changes
  last year.  This restores it for the daemon... and also sets it to
  the same for the ctdb CLI tool.

* Improved logging for tunable setting failures and setting obsolete
  tunables, both at startup and in ctdb CLI tool.

These are in my ctdb-tunable-logging branch.
