Thanks for doing this!  On top of this, please see some attached
improvements so we don't let the two lists of message targets diverge
now they share the same message bus.

I realise that the move of the IDL may cause you some trouble rebasing
the notifyd patches you sent earlier, so I wanted to put them past you
first.
