net_conf.c has a wrap function to call smbconf_init but shouldn't that be extended to all net code?

Hi folks,

net_conf.c has a special wrapper function to call smbconf_init and
smbconf_shutdown around the function that is called.

However, in my mind, this should happen for all net functions,
especially in the case where a different back-end is being used for
all config data ...

Can anyone see a problem with doing this?
