[PATCHES] CTDB system resource monitoring

We sometime see poor performance or generally weird behaviour but we
don't know what's actually happening on a node.  So, I've reworked
the old filesystem and memory monitoring in CTDB, combining it into a
single script, enabled by default, with reasonable defaults that just
enable warnings to be logged.  After we gain some experience with the
warning thresholds we might add default error thresholds too, which
would cause CTDB to fail monitoring when one of those thresholds is
reached.
