[PATCH] Build fixes

Hi,

Currently --with-cluster-support requires --with-ctdb-dir to be specified
to find CTDB headers.

These patches separate the private headers, so that clustered samba can be
built with in-tree CTDB headers.

Also, fix the dependency on ctdb_version.h, so make -j can correctly build
CTDB.
