The same as both Marc and Niklas are refering to. It is a part of RSAT and
available from Microsoft and, of course, runs on Windows. I know that
Beyondtrust, formely Likewise, has got a plugin for GPMC to create policies
for various Linux distributions. Maybe Likewise Open has evolved.
