[PATCH] Explain better how DSDB_REPL_FLAG_PRIORITISE_INCOMING works and do notify_uSN later

Just a couple of patches I did while trying (and failing) to make
progress on the USN work.  Hopefully these might help someone else
understand this better in the future.
