[PATCH] Have consistent defaults across the code-base

Jeremy,

On top of the param-docs-metadata.patch, the attached patch corrects
most of our defaults to match between the 'source4 (in lib/param)' and
'source3' codebases.  This is the last of the big patch series in the
branch Garming and I have, and only contains changes that are entirely
straightforward.  I've left the changes that need discussion for later,
so we can give them the attention they deserve.  

Once this patch set is merged, I expect it will be easier to manage the
branch, as it will be much less sensitive to parallel changes by our
fellow team members, and there are 'only' 83 patches left over. 

This is most of the work to resolve the technical debt left from from
the merge and 4.0 release, that the two loadparm systems diverged.
