Hi
There isn't a specific howto because what you wish to do is covered by a
simple shell script.

The syntax you need can be found by:
samba-tool user add --help

 If I had to tackle this I'd almost certainly use bash cut to step
between the commas. 

We have no idea what you have in your csv's so cannot help you further.
