adapt pam_winbin.c to deal with later iniparser versions

I do think it makes sense to update the internal iniparser (especially
on master) how about updating to
http://ndevilla.free.fr/iniparser/iniparser-3.1.tar.gz ?

if so a patch to do that is here

but as an aside wouldn't it be easier to just download iniparser ( that
way making updating is a little simpler, e.g. just change a url )
