[PATCH] Missing patch for RODC user preloading

Hi,

There wasn't any particular reason it was blocked. It just got bunched 
together with some other changes that never went in and so it got 
neglected as well.
Which is somewhat unfortunate, because you weren't the first person to 
point it out.


Re-proposing to the list with a minor change to the line wrapping as 
pointed out originally by Jelmer.


Please review and push.
