[PATCH] DRS and DNS testing patches

I finally got fix-drs-testing-18 (I had 28 branches, with different
combinations all in all...) passing 7/8 autobuilds, with the failing
autobuild being a FS issue.

I would like this in master, so we can fix bug #9091 for 4.1.

By not testing against promoted_dc in the new bind9_dlz DNS tests we do
not change the startup order, which was breaking other things.
