smbclient not working with windows 8 PC

I cannot use smbclient to send a message to a  windows 8 computer ?

Can anyone help me please with ...

Whe using :

smbclient -I 192.168.1.10 -L NEO -N

I have this anwser :

session setup failed: NT code 0xc0000022

As I use it to send to a Windows XP computer with service messages activated
it work !

I hace seen that there has been a change since seven and win 8 as a new
terminal command
came MSG and smbV3 as been implemented into windows8 too.
