[PATCH] Require SMB signing on our AD DC

One of the things that we missed when we did our swap in of the smbd
file server for the AD DC was SMB signing!

This patch moves the code from source4 into common, and uses the new
common/autogenerated loadparm handling in doing so (so is dependent on
that patch). 

Please review/merge!
