[PATCH] fix missing newline in replaced pyhton shebang (bug #9909)

Hi,

attached find a patch that is the proposed fix for bug #9909,
which is that the shebang replacement creates some unusable
scripts. See the commit message for details.

Andrew: this slipped my attention when reviewing
58e3c5323e343dcab1c528c6b6a44925b76cb297,

so I'd appreciate if you could have a brief look and confirm
the patch, even though we already have two team signoffs.
Feel free to push.
