Thank you so much Jelmer,

As some of the changes were preparation (such as the waf changes), or
were things noticed during the process that were already unused, I've
split up the branch.  The parts that do NOT remove the autoconf build
are now in autobuild, with your review.  The whole remove-autoconf
branch has now been updated with your review tag. 

I'm actually very happy with how well I was able to address Volker's
concerns, so I hope to move forward with the rest at an appropriate time
in the near future.
