[PATCH] Add samba-tool dbcheck --reset-well-known-acls

This patch series (on master) also includes the build patches I've
submitted but not had reviewed so far.   It is in fix-dbcheck-2 in my
git repo, which I will keep updated if I find any more issues or get
feedback. 

This adds the long-awaited 4.0.0 -> 4.0.3 upgrade tool, fixes an ldapcmp
bug that caused us to think there was a bigger job than actually
existed, and works on related issues in dbcheck and upgradeprovision. 

Please review and/or push, and then I'll work to get these into 4.0.5.
